FY 2015-2016 Budget Summary
SADOWSKI HOUSING TRUST FUND SUCCESS
This great success is due to the collective efforts of our membership organizations, our collaborative work as the Sadowski Coalition, and our team of professional legislative advocates. I am passing along Mark’s summary of the sections that pertain to our efforts as well as the attached spreadsheet on SHIP appropriations by jurisdictions that he received today from the Florida Housing Finance Corporation.
Final Budget Agreement Details for Housing Funding
The House and Senate reached agreement June 16 on the FY 2015-2016 budget. The budget document has been published and will be voted on and passed early Friday evening, June 19.
Given the volatility of the session, the outcome was excellent.
Housing appropriations from the Housing Trust Funds are $175 million, up from last year.
Legislation that would have permanently reduced the amount of doc stamps coming into the Housing Trust Funds EVERY year was defeated.
Another $4.4 million of general revenue and another $3.9 million from the SEED Trust Fund will be spent to fund homeless and other housing projects.
Summary of the state budget as it relates to housing. This is from the agreed upon budget that was passed:
Housing funded from Sadowski Trust Funds at $175 million (lines 2240 and 2241)
Sweep to GR of $81 million ($75 from Local Government Housing Trust Fund and $6 million from SHTF)

Details of the $175 million:
$70 million to FHFC (line 2240)
Of that:
$48 million for SAIL targeted to developments serving elderly, families and homeless AND Each development funded must have at least 5%, but not more than 10% targeted to for persons who have disabling conditions as defined in section 420.0004 (7), F.S.
$10 million for a competitive grant program for developments designed, constructed, and targeted for persons with developmental disabilities as defined in 393.063, F.S. AND the money must go to private nonprofit organizations whose primary mission includes serving persons with developmental disabilities
That leaves $12 million available for FHFC.
$105 million to SHIP (line 2241) Note: Net to SHIP is $101 million
Of that:
Each local government must use 20% of its allocation to serve persons with special needs as defined by s. 420.0004, F.S. AND first priority for use of these funds must be to serve persons with developmental disabilities as defined in s.363.063, F.S. The priority for the developmental disability funding must be home renovations to allow the persons to maintain their home ownership.
$3.8 million of SHIP funds transferred to DCF to implement the provisions of s. 420.622, F.S. [Homeless]
$200,000 to be used by DEO to provide training and technical assistance regarding affordable housing to designated lead agencies of homeless assistance continuums of care
From the entire SHIP allocation, local governments are permitted to create regional partnerships across jurisdictional boundaries through the pooling of appropriated funds to address homeless housing needs identified in local housing assistance plans.

The GR appropriation for homeless (line 363) has proviso language giving money directly to
• $50,000 to be split evenly between all COC’s
• $100,000 to Citrus Health Network for Safe Haven for Homeless Youth Program
• $150,000 to the National Veterans Homeless Support in Brevard County for Transition House Homeless Veterans project
• $189,791 to the Miami-Dade County Homeless Trust for services to the homeless

• $1 million to Metropolitan Ministries for the Pasco Transitional Housing
• $250,000 to Rebuilding Together Miami=Dade Safe and Healthy Homes

• $800,000 to City of Ft. Lauderdale Rapid Re-Housing Project
• $400,000 to Clearwater Homeless Emergency Project
• $125,000 to I/DD Housing Coordination Initiative- The ARC of Florida
• $150,000 to Fort Walton Beach Homeless Center

• $550,000 to Veterans Progress Villas- Leon County
• $1 million to Building Homes for Heroes
